Florida medical cannabis distributors—licensed as Medical Marijuana Treatment Centers (MMTCs)—must comply with detailed packaging and labeling rules. These regulations are designed to protect patients, promote transparency, and ensure product safety. Understanding these requirements is essential for distributors to remain in good standing with state regulators.
Child-Resistant, Tamper-Evident Containers
All cannabis products, including flower, concentrates, edibles, and devices, must be packaged in child-resistant, tamper-evident containers. For edibles, Florida requires plain, opaque, white wrapping to prevent appeal to minors. Smoking products, such as pre-rolls or loose flower, must also be packaged in plain, opaque, white receptacles. This helps safeguard against accidental ingestion and ensures consistency across product categories.
Universal Symbol and Label Visibility
Every cannabis package must prominently display Florida’s universal cannabis symbol. This symbol must cover at least 10% of the package’s surface area. Additionally, the MMTC’s approved logo is required. Labels must be firmly affixed, clearly legible in English, and printed in a minimum of six-point font. Flexible or accordion-style labels may be used, as long as all required information is easily accessible.
Core Label Information
There is a long list of mandatory details that must appear on each cannabis package. These include:
- A statement of compliance with low-THC or medical marijuana standards
- The MMTC’s name
- Batch and harvest numbers
- Dispense date
- Certifying physician’s name
- Patient’s name
- Product name and dosage form
- Exact THC and CBD concentrations
- Recommended dosage instructions
- A warning that transfer to another person is illegal
- The universal cannabis symbol
This thorough labeling ensures that both patients and regulators can trace every product back to its source, and verify its safety and legitimacy.
Special Requirements for Edibles
Edibles come with their own set of packaging and labeling rules. Each edible item must be individually sealed in plain, opaque white wrapping and display only the universal cannabis symbol. The label must list all ingredients using their common names, identify any major food allergens, and provide clear storage instructions and expiration dates. Additional warnings include “keep away from children and pets” and a note stating that the product is not subject to federal food safety inspection.
Smoking Product Warnings
Products intended for smoking must carry warnings that clearly state “keep away from children” and inform patients that “marijuana smoke contains carcinogens and may negatively affect health.”
Patient Package Inserts
Each product must include a patient package insert. This insert provides information on the product’s pharmacology, indications, dosage, contraindications, precautions, and possible adverse reactions.
Branding and Appearance Rules
Packaging must not contain neon colors, cartoons, or branding that could appeal to minors or suggest recreational use. Packaging lids must match the base or be white, and the text must use solid, non-neon colors. QR codes that link to certificates of analysis or product information are allowed, provided they relay only compliant data.
